The Former Executive Director of the National Service Authority (NSA), Osei Assibey Antwi, has been arraigned before the High Court in Accra on multiple charges, including causing financial loss to the Republic and stealing.


According to court documents filed on October 13, 2025, Antwi is accused of authorizing payments to over 60,000 non-existent (ghost) national service personnel between August 2021 and February 2025. The alleged act is said to have caused a financial loss of GH₵500,861,744.02 to the state.


The charge sheet indicates that under Count One, he is being prosecuted for causing financial loss to the Republic, contrary to Section 179A(1) of the Criminal Offences Act, 1960 (Act 29). Under Count Two, he faces a charge of stealing, contrary to Section 124(1) of the same Act.


Prosecutors allege that Mr. Antwi willfully approved allowance payments to thousands of ghost personnel within the National Service Scheme, leading to massive financial irregularities.


The case, titled The Republic vs. Osei Assibey Antwi, is one of the major corruption-related cases currently before the High Court. Proceedings are expected to continue as investigators trace how the funds were disbursed.
