The Accra High Court has charged the former Deputy Executive Director of the National Service Scheme (NSS), Gifty Oware-Mensah, with two counts — stealing and willfully causing financial loss to the Republic.


According to the charge sheet filed by the Office of the Attorney-General and Ministry of Justice, the alleged offences occurred between February 2022 and March 2024 in the Greater Accra Region. Mrs. Oware-Mensah is accused of dishonestly appropriating GH¢31,502,091.40, property belonging to the National Service Authority (NSA).


Prosecutors claim she caused the said amount to be transferred to a company known as Blocks of Life Consult, which she is alleged to beneficially own. The funds were reportedly meant for the supply of goods on hire-purchase to National Service Personnel — a transaction investigators say never occurred.


Count one of the charge sheet cites stealing, contrary to Section 124(1) of the Criminal Offences Act, 1960 (Act 29). Count two cites willfully causing financial loss to the Republic, contrary to Section 179A(3)(a) of the same Act.


The case, titled The Republic v. Gifty Oware-Mensah, was officially filed at the High Court in Accra in 2025 and is expected to be heard in the coming weeks.

lic funds.
